This file stores aggregate operating state only. The private target list, names, email addresses, phone numbers, handles, DM content, private repository details, and private preview information remain outside design-ai.
When activity begins, update only the date, state, and aggregate counts in one source-controlled change. Candidate-specific status belongs on the candidate Issue through exactly one P16 lifecycle label. Consent and private pilot evidence stay in the approved participant-controlled location.
